The first chart shows a 21-day moving average of withholding taxes since July 1, 2009.
The next chart is the same as the first but uses the year-ago period beginning on July 1, 2008. This allows us to compare the seasonal trends:
Both charts have the same scale on the Y-axis which allows you to easily compare the levels.
